OXFAM IBIS Impact and Outcome assessment, in the frame of OXFAM IBIS Youth Participation and Employment (YPE) programme
From 2017 to 2022, for over five years, the YPE programme designed and implemented paths of job creation in Egypt, Jordan, Morocco and Tunisia. Three dimensions have been explored by the Impact and Outcome assessment: assessment of the impact achieved of YPE according to the overall engagement objectives; assessment of the Theory of Change and strategic approach of YPE to job creation for youth and women’s safety at work; outcome harvesting to capture wider intended and unintended outcomes of YPE. The main evaluation approach hereby used was Outcome Harvesting (OH), an evaluation approach that allows to retrospectively identify impact by collecting examples of what has changed in “behaviour writ large” (actions, relationships, policies, practices) and then work backwards to determine whether, and how, an intervention has contributed to these changes.
